When is a water permit required? What construction constraints may affect my project? Why did I receive an emergency measure? Water legislation is now unavoidable for any construction, development, or planning project in Luxembourg. When misunderstood, it can quickly become a constraint. When well managed, it becomes a powerful lever to secure projects, anticipate risks, and engage effectively with authorities. This training offers a pragmatic and operational approach to water legislation: understanding what is required, why it matters, and above all how to apply it in practice.

Training objectives / Why attend this course?

By the end of the training, participants will be able to:
  • understand the objectives and key topics of Luxembourg water legislation (Water Framework Directive – WFD, national Water Law);
  • clearly identify what water legislation requires for their projects;
  • integrate water protection principles into project design to ensure compliance and sustainability;
  • apply authorisation procedures correctly (Article 23) to avoid delays, refusals, and penalties;
  • identify water-related regulatory constraints using practical tools (flood zones, protection areas, easements via the cadastre portal).
A training designed to save time, secure projects, and avoid unexpected setbacks.

From regulatory framework to professional practice European and national legal framework:

  • Introduction to European directives (Water Framework Directive, Drinking Water Directive, Floods Directive) and their implementation in Luxembourg. What the directives actually require — and what it means for you.
  • Water Law and the Waasserschutzkonzept: Logic, objectives, and practical implications for projects Authorisation procedures in practice (Article 23): When is a permit required?
  • Specific cases: PAG & PAP: Integration of water-related challenges into urban planning
  • Protection zones and risk management: Understanding and applying the rules related to: drinking water protection zones (ZPS) and flood risk zones (HQ10, HQ100, HQext)
  • Geoportail for your projects: Practical use to identify constraints and easements at parcel level
